Conservative split on Innovation Act?

Of the re-introduced  Innovation Act, the Daily Caller wrote:

The bill is certain to face political hurdles, though, because many conservatives remain suspicious that it is largely consistent with the type of patent reform President Obama has long supported, and warn that it would excessively weaken patent protections, thereby hindering innovation.
--

IPBiz notes that Issa and Lofgren are both supporting "Innovation".


An issue with the  bill is the fee-shifting, which is more of a threat to smaller entity patentees than to a larger "patent assertion entities."

Another issue is the interface between legislative and judicial branches.
