Patenting incentives at universities

RE: --the authors found that among the professors who did not have prior industry affiliations, patenting increased. But among professors who did have such affiliations, patenting went down.--
Of the former, one might think that profs without industry affiliations might have fewer resources than the universities, and patenting at the margin might go up because resources for applications went up.
Of the latter, profs with ties probably were passing the apps to industry in the former regime. Now university bureaucrats are in the middle. Applications at the margin go down.
No surprise.
