Some immediate events that happen when HR 1249 is signed

Fees will be going up:
A 15% surcharge will apply to general statutory fees and maintenance fees under 35 U.S.C. ยงยง 41(a), (b), (d)(1), and 132(b) and will take effect 10 days after enactment. See Section 11(i) of H.R. 1249.
And, yes, fee diversion was not eliminated, so who knows who will get the fees.
And, yes, "the dog ate my homework" provision is retroactive.
