Challenges to USPTO effort to change rules on continuing applications

Ron Katznelson recommends OMB should return the proposed rules on continuing applications to the USPTO and designate them as economically significant regulatory action.

In Appendix A, Ron gives the number of patent applications in 2005 as 384,228 and in 2006 as 417,819.
