University of Florida honor code

Within a story about Auburn quarterback Cameron Newton one finds the text:

The website [foxsports] reported late Monday night [Nov. 8, 2010] that Newton again violated the university’s [University of Florida's] honor code by putting his name on another student’s paper and turning it in. Newton then turned in a second paper to the instructor, but it was later found to have been purchased off the Internet.

In the context of being a student, these are pretty bad things, and certainly far worse than anything Alison Routman did during Semester at Sea run by the University of Virginia.

However, note that Presidents routinely pay speechwriters to come up with clever items, and take credit for them.
Contemplate the recently-deceased Ted Sorensen. Laurence Tribe engaged a small army of assistants for his [plagiarized] book and took credit for authorship.

How "bad" we view what in effect are similar actions is extremely context dependent.
