Do meetings foster entrepreneurship?

Those who recall President Obama's "state of the union" speech know that Obama never mentioned patents or the Patent Office. However, the speech contained the following sentence:

We're working with Muslim communities around the world to promote science and education and innovation.

From Breitbart on 5 March 2010: The White House on Friday announced a "summit on entrepreneurship" to build economic ties with the Islamic world, part of President Barack Obama's outreach to Muslims.

Academics well know it is easier to hold a meeting on a topic than to actually fix something. Here, it is easier to talk about entrepreneurship than to fix the funding problem at the USPTO caused by fee diversion.
