"List of troubled agencies"

An AP story of 4 Aug 09 titled Post office looks at changing hundreds of offices noted

Just last week the Government Accountability Office [GAO] added the Postal Service to its list of troubled agencies, saying there are serious and significant structural financial challenges currently facing the agency.

IPBiz doesn't know if the Patent Office [USPTO] is on the list, but if present trends continue, it should be on the list.

As to patent reform, as several people have previously noted, if the USPTO can't do its job of simply examining patent applications, it is ludicrous to give it ANOTHER job of doing post-grant review. Further, as Deming would point out, if you have a problem with the quality of your main job, you should allocate resources to fixing that, not adding an inspection step.
