Of newcomers to first three pages, the ieee hit is merely a pdf of the bill.
The Wikipedia entry says:

The Patent Reform Act of 2005 (also known as the "bill H.R. 2795") is U.S. patent legislation proposed in the Congress of the United States. Texas Republican Congressman Lamar S. Smith introduced the Act on 8 June 2005 [1]. Smith called the Act "the most comprehensive change to U.S. patent law since Congress passed the 1952 Patent Act." The Act would delete the "best mode" requirement from ยง112 of the Patent Act, as well as provide for a new system of contesting patents.

The wikipedia entry does not mention the provision on injunctions, which was the most contentious part of the bill, and debate over which blocked further action. The wikipedia entry does not mention the inequitable conduct provision and alludes to first-to-file only by reference to Simon, Dave L., "The First-to-File Provisions of the Patent Reform Act of 2005 Violate the Constitution's Intellectual Property Clause" (2005).

In general, as to the results of the google search, one will not find hits for scholarly discussion of H.R. 2795 in the first three pages. Also, one wonders why the number of hits for this search has remained at about 700 for months.
