Rate of development low in pharma?

A 2005 article in the NYU annual survey has the text:

In the biopharmaceutical industry, the rate of development is low. There is, thus, little fear that a patented invention will be replaced before the patent's statutory life expires.

What can one say?

Elsewhere, the goal of the incentives patent law is attempting to create -- to encourage inventions of patentable quality.
