Letter from slave to former master
As to getting "free papers" in 1864 in Tennessee, the state of Tennessee had already mostly returned to Union control in 1863, so Tennessee was not named in the Emancipation Proclamation and was exempted from its terms.
Thus, it is doubtful that the Provost-Marshal-General freed Jourdan Anderson in 1864.
