PatentHawk posts Chamber of Commerce draft on patent reform

A portion (from page 5) notes do examinations right the first time . This paragraph includes "improper rejection" under the general rubric of poor quality examination.

If the first sounds familiar, recall the text:

Following the principles of Deming, our goal should be
to get the patent examination done right in the first
place. Adding layers of inspection, such as
opposition, is not an approach consistent with the
principles of quality, as expressed by Deming. (As a
side remark, Deming's approach to the treatment of
employees should be applied at the USPTO.)
