Washington Times: patent reform is about damages

A Washington Times piece by Tom Ramstack confirms that the main issue in Patent Reform 2007 is DAMAGES: "because it significantly lowers the damages they would need to pay".

The Times article notes that HR 1908 has no provision for increasing funding at the USPTO, so that more examiners can be hired.
